Yup and without the structures the flow will also be the same. The only difference is once the top of the control structure is reached you will not be able to control when or how much water flows out. It will flow out in the spring when flood risk is the highest because that is when the flow into the lake is the greatest. It will also result in huge amounts of more land flooded in the basin. In other words you make the situation worse in the basin and down stream on the river, wow that would be a real smart decision.
