My husband and I were just discussing this last night, and I had an opportunity to prove him wrong! The article is a lilttle misleading. It states that you can have a loaded weapon in or on your stationary vehicle, even if the motor is running. That would mean that you could park your nice warm truck in a field and shoot a deer out the window. Not true.
Bottom line – if your gun is loaded, it can only touch the exterior of the vehicle (tailgate, roof, hood, etc). Only an unloaded gun can be placed on the inside of your vehicle.
