Arrgh! I feel your pain. I dislike the rough patches, too. Especially for a motorcyclist riding through here at night. The bumps are not so bad, but the gravel makes for tricky traction on two wheels.
It has ordinarily been the pattern in the past for these kinds of patches to be under full traffic for one season, to make sure they are settled and compacted, before paving them. I expect a first-class paving job on them next year. A job that will stay smooth and not collapse due to settling.
