   The Hiker should be turned for being a rat. Prohibition causes this, not the drugs. If the government would have never enacted prohibition in 1937 this sort of thing wouldn’t happen, people would grow it in their own yard so why would they ruin state property. But if your going to prohibit they’re going to protect themselves by growing it on state land.
