When the check comes from the state to replace the property tax any incentive to keep that down is pretty well lost locally. So it would be in the interest of local governments to increase valuations and increase what they need money for to the max they can get away with because the check will come from the state to pay for it.
The only way for the state to get control of it would be to just take over the programs and services. State gets to write the laws and rules so you can bet there would be a flurry of activity.
For instance is the state is going to pay the entire bill for schools, it might as well take over the schools entirely. Close those it doesn’t like, and run everything from Bismarck. Local school boards could be retained as advisory only.
