How is it private funds to have fund funded by a dollar for dollar tax credit? Only thing is it is over 5 years. If it’s used, it’s because banks use the tax credit and say they want it used to fund projects they are financing but which don’t quit make it.
Hard to know that will work either because there are so many different criteria for the fund to distribute the money which it doesn’t yet have.
To see something really happen, the state would need to put some money into such a fund instead of playing the tax credit game.
