No one is suprised by this. Everyone knows NCLB is a horrible policy that was implemented, even the people in congress who voted for it.
The only problem is no one wants to man up to say something bad about it on capitol hill, as then the media would say you don’t want to help kids learn or some stupid thing when its the exact oposite. They actually do want to help them by getting rid of this horrible idea.

NCLB was designed to ensure that every school would eventually fail. It is like asking any retailer to reduce shrink to 0. Never. Going. To. Happen. Not unless you tape each piece of merchandise to a snarling rottweiler.
Did you know in Finland (the best schools in the world, btw) teachers start at 50-60K per year? That competition to become a teacher is as tough as getting into law school in the U.S.? We need to consider the possibility that teachers are professionals who deserve our respect and work toward improving the profession’s standing in the U.S., rather than just punishing them with draconian budgets and demands that ultimately hurt the students the most.
