Mind bogling how nobdy realizes that Legion Park is actualy a paved over pond. That’s where water goes. That’s not where cars should go.
To get water out of that area is not feasable. It’s too deep. They’d have to tear up everything, deep and wide, to get a pipe out of there.

The City has rented that property to the Legion and the school didtrict. Neither of them are stil there. As far as I know, Viking Towers has not rented the Legion Park. They do use it for their parking area though.
Storm sewers are gravity systems. You’d have to find a place that has a lower elevation than the bottom of the park to outlet a pipe to.
I suppose they could try to put a lift pump somewhere. But then they would have to obtain some property to put it on, and hope to God that the power to the pump doesn’t fail during a storm.
It’s a better use of our tax payer dollars to tell people not to park (or drive) in a pond.
I suppose another possible stormwater solution would be to tear the pavement back out of there and turn it back into a stormwater pond.

Oh my, it was a horrible rain! I got caught in it while being out and about. My ankles got wet!

Were you in your car?
I ran over to Alex from Osakis three hours after it stopped. There was water running over #3 by Osakis, and over Nokomis, out by the mall. Didn’t see any ‘water on roadway’ signs, not even a cone or 2, until Saturday morning, out on 3. Found out in the gas station, the county got the ones out on 3 sometime around 2:00 Friday afternoon.
Good thing everyone was watching for water on the roads!
