Why did they have two 3 year olds and a 5 year old on a tube to begin with? That just screams “NOT SAFE!!!!”

It’s not unusual for little kids with life jackets to be pulled on a tube, but another adult should have been in the boat to watch out for other boaters – think there’s a law about that.
