The Church SHOULD have a mandate to protect all children above all (not only catholic children).
To do this, the Bishops must be given culpability also. If its found a Bishop does not report ANY incident immediately to secular law enforcement, they should be charged with aiding and abetting. This includes those priests under the bishops venue who “dissapear” to another country .
A bishop spending a couple of nights in jail will change all of their response time.
