It could be considered lewd and lascivious conduct, if anything sexual took place. This was not private property, but a public, government building. Should the female have come forward later and claimed assault or rape, you’d then question why a report wasn’t written. Our public officials should not be using OUR property for their trysts. Take it home Mayor.

It could be considered all that…
It could be considered cheap, sensational journalism by the newspaper…
It could be that the mayor was watching Mr. Ed and the horses were cavorting…
It could be questionable as to why the local police do license checks on a car parked next to the mayor’s. Perhaps we have too many police on the force and we could reduce the tax burden on our city. Evidence of this might be the three squad cars giving the guy a speeding ticket on Richmond Way on the way to work in the morning.
It could possibilly be now of our business…

After the first officer left Mr. Horne and went back upstairs what prompted him & Mr. de la Cruze to go back downstairs and “grill” the Mayor?? Is there an ax to grind?
If I had the lack of judgement to question my boss I am sure I would be let go! Either the NRPD has a strong union or Mayor Horne is a better sport than I.
