This article does not address it, but it appears this easy solution could have been done years ago. Does anyone know why this has taken so long if this is all they had to do in the first place, or is this easy solution not necessarily the answer to all of the problems. I was not sure if this was jut a start and not the end all.

Actually, it’s not a solution. It spends a bunch of money to look like the state is trying to solve the problem but does not move, in conjunction with the west outlet, even half what is necessary to solve the problem.
The plan seems to be to look like the state is trying, and then let the lake top out on Tolna Coulee and cut it’s way down to drain the lake, only hopefully the hardening structure will be able to withstand the long period of big flows and pressure and prevent a complete disaster as far as the downstream goes.
It has already been and continues to be a complete disaster for those in the basin, not including contractors and some governmental agencies.
