City council nears a decision on franchise fees

I still don’t get it? The city was previously having no problems funding seal coating before there was any discussion of these fees tacked onto our utility bills. The areas being seal coated were billed for it. What is the benefit to the Citizens of Farmington in switching to this system? Why does the old system no longer work in Farmington? And why is some contractor still looking to get paid today for work done under the old system?
