Maybe Dan can explain how forcing the city into a lawsuit and charging landlords $100 for too many cars on the street is 'An Incentive'.
At Dictionary.com…..INCENTIVE
'–noun 1. something that incites or tends to incite to action or greater effort, as a reward offered for increased productivity. –adjective 2. inciting, as to action …
dictionary.reference.com/browse/incentive

MAYBE the council could look at some Postive Motivational Incentives since the $100 fee is really Laughable in comparison to the cost of providing the off-street parking the council is so Bent On achieving. Maybe Reducing the Licensing Fee for those who Comply from Mondays Edict and Forward….just a thought.
(and I am Seriously Curious to know what Off-Street Parking Each City Councillor and the Mayor have at Their Residences)
