To me, this sounds like a case of the police man using the taser as punishment — you do what I say or I will hurt you. Unfortunately, I believe that we are coming close to a police state, innocent people are being tased just because they do not move, quick enough. In this case, the police surely owe the public the time it takes to be SURE of their facts.
