Considering I started driving tractors and other vehicles on public roads at an age much earlier than 15 due to the necessity of a family farm, I have no problem with revising the laws as long as an exception continues for farm families.

It doesn’t insure they’ll get winter driving experience at all. I got my permit in October, never drove once for 6 months, took my test in May and passed easily. Woops! Having a permit doesn’t mean they’re actually driving with it. So requiring a year would just be making them wait a year without driving instead of 6 months.

If changes in licensing is being concidered, the legislature could weight the pros and cons of granting a reduced number of points to newly licensed drivers, as it would encourage teens to be especially cautious while getting driving experience. The penalties for a moving violation would be more serious for them. Each year of driving without a violation would earn more points up to the 12 points that fully licensed drivers obtain.

Great if were going to start restricting the teenagers then lets also tackle the elder drivers. Those old pesky buggers have slowed reaction time, vision impairments and their hearing is continually on the decline. Who should we really be concerned about. Come on ND lawmakers get some webbos.
