In Paris, hydrants (or the French equivalent) are turned on at night in some neighborhoods to do just that. Unfortunately, Fargo is a long, long way from Paris.

Downtown is bars and restaurants and hasn’t been a shopping destination for decades. I love downtown but I don’t know anybody that makes an effort to shop there.
