What will happen to Legion building?

The city owns the land. That explains why nothing has ever been done to control the flooding when it happens. They are to cheap to do something about it. Why is it that landlords can face penalties for not fixing things for tenants, but they get away with letting the building flood 4 times a year with no proper drainage?
