If anything I would think it would increase the value. Right in town, adjacent to a large park that connects to the Fargo trail system, no neighbors, on the river yet well protected from flooding?
I don’t think there’s another house in town that can claim all those desirable features. The only downside I can think of offhand would be the cost of future specials.
That said, if it affects the flood protection strategy for the rest of the area, it really needs to go.

No surprise that Moorhead has money for more buyouts considering the ridiculously poor price per foot some homeowners got. On the other hand, certain well known names got much more per square foot than anyone else. Typical Moorhead corruption.
