I don’t have a problem with this decision (albeit rather “red tapeish”) as long as I could be confident that the same scrutiny and outcome would have occurred had the issue been one that the legislature wanted, but couldn’t pass for whatever reason.
Also, shame on the petition sponsors for not doing it “by the book”. They should know that government has bureaucratic hurdles that need to be crossed for things to work. Most of the time, these rules aren’t that complicated. And, when in doubt, like if they needed the names on the front of the petition or not, just do it.
When you fail to follow the rules, you disenfranchise the people who went to the trouble to sign your petition. A stitch in time…
