Why not just require the landowners to gravel and grade the roads too? That would really make bucks for the county. You could charge $2000 a load of scoria and $1000 a mile for grading.
If you want to look good, just require pavement from the landowners.
As you can tell, I’m spoofing the whole thing. The county built the roads and should be responsible for maintaining them. Mowing isn’t any different than grading and graveling. They have no business requiring a landowner to maintain their road.
Sure, it’s been traditional. But think of it. The county has an easement so it builds a road, then the county decides the landowner should maintain it and will fine him big if the county mows? How did that idea come about?
