Its good they are getting together to talk.
On a tangent though, this should be a non issue. Water is a non renewable resource, and less that 3% of water on the earth is potable. ND has reguloar droughts, and very little “recreational” water places. They are predicting Fargo will not have enough water for its needs by 2015, and Grand Forks is soon to follow.
We should be jealously trying to keep as much of the water in our borders as we can and these talks SHOULD be Canada complaining we are not giving them enough.
