Until there is a significant penalty for youth smoking, or the people willing to straw purchase for kids, this is just another “feel good” law, with little bite.
I know parents that buy them for their little darlings rather than have to go to court because the kid stole them.
I know 18 yr olds that buy them by the carton, and pander them to the neighborhood kids for a profit.
The majority of retail outlets selling smokes already had them behind the counter…theft being the most common reason. Now, in the instance of smoke shops, I guess that this law redefines their retail space. Should they card people at the door now, since they can’t easily put the entire smokeshop behind the counter, can they?
