The tower is to be well outside the boundaries of the BWCAW. Just how far away from this wilderness do you expect to be able to control what happens? This is not a pristine wilderness. It has well established and worn trails and campsites. It is busy enough that reservations are required for admittance. It is wonderfully protected from development and encroachment within its boundaries, but just how long a reach do you expect to have, in this protection? It would be far different if the waters were impacted by industrial activity nearby, but a simple light can be ignored and not even perceived a short distance away.
